Public Consultation: Proposed Legislative Amendment to reduce barriers for Provisional Registration of Family Registrants
In April 2025, the College of Physicians and Surgeons of Manitoba (CPSM) initiated a public consultation seeking feedback on a proposed amendment to CPSM General Regulation. The goal of the amendment is to reduce barriers to Provisional Registration for family practice registrants, with the intent to better support and attract qualified, internationally trained physicians. This would help ensure a fair and efficient pathway for their integration into Manitoba’s healthcare system.

The original amendment CPSM consulted on amended section 3.19(1)(b)(v) as:
(v) he or she has satisfactorily completed at least one year of post-graduate clinical training in family medicine that meets the requirements of subclause (iv) and has had a total of at least three years practice experience in family medicine in the preceding five-year period 960 hours of practice experience in family medicine in the preceding 36 months;
Proposed changes
The feedback received in the public consultation was to add an additional requirement of ‘independently engaged in the practice of medicine for at least two years since the completion of postgraduate training’. Having made this addition, the Manitoba government requires this to go out for public consultation, providing further opportunity for additional feedback. The redrafted revision is:
3.19(1)(b)(v):
(v)the member
(A) satisfactorily completed at least one year of post-graduate clinical training in family medicine that meets the requirements of subclause (iv),
(B) has had a total of at least 960 hours of practice experience in family medicine in the preceding 36 months, and
(C) has independently engaged in the practice of medicine for at least two years since completing post-graduate training;
