2024-25 Annual Report: A Year of Transition and Progress

WINNIPEG, MB – September 18, 2025  Today, the College of Physicians and Surgeons of Manitoba (CPSM) released its annual report, summarizing its major activities for the fiscal year of May 1, 2024, to April 30, 2025.

The report outlines key achievements in registration, monitoring the professional competency of practice, and addressing concerns regarding the care provided by, or the professional conduct of registrants, in addition to audited financial information and committee reports. 

Quick highlights from the report:

  • Manitoba has 3,498 physicians registered in the province, up from 3,334 in the previous year.
  • International Medical Graduates make up 35% of physicians practicing in the province.
  • The Quality Department sheds light on the Quality Assurance process; a registrant shares their experience with the audit process, their initial reaction, and how it changed their perspective of CPSM and its role. 

New this year

The Complaints & Investigations department reviewed historical data to determine the rate of complaints per population growth. This was used to determine the expected range of complaints that is “healthy” for a regulator to receive on a yearly basis.

 

Too few complaints from the public may indicate that our complaint system is difficult to access or navigate, while too many complaints could point to important issues that need to be explored.

For 2024-25, CPSM targeted to receive 15-30 complaints per 100,000 people. We received 29 complaints per 100,000 population, placing us on target.

This year was a defining year for CPSM; two months into the fiscal year, CPSM underwent a significant leadership transition. The President and Registrar’s letters detail some of the challenges and opportunities. 

“We want Manitobans, including registrants, to understand how all of our core functions – registration, quality and complaints and investigations – contribute to promoting safe and quality medical care,” said Dr. Ainslie Mihalchuk, CPSM Registrar and CEO. “Our progress during this transformative year demonstrates the steadfast commitment of staff and Council members to supporting our mandate.”
