PROVISIONAL REGISTRATION – FAMILY PRACTICE LIMITED

The Provisional Family Practice Limited Class is for physicians who do not meet the requirements of Full Practising Class registration. Physicians in this class may practise medicine with limits and conditions at a geographic location approved by the Minister of Health.

Registrants in this class must commit to working towards achieving the requirements for Full Practising Class registration within five years of the date that provisional registration is issued.

Requirements 

  • Hold a medical degree from a nationally approved faculty of medicine or a Doctor of Osteopathic Medicine degree from a school in the United States accredited by the American Osteopathic Association Commission on Osteopathic College accreditation.
  • Establish one of the following are met:
    • Confirmation by the College of Family Physicians of Canada (CFPC) as eligible for certification by:
      • Successfully completed a family medicine program in Canada
      • Successfully completed a family medicine program in an approved jurisdiction recognized by the CFPC
    • Hold certification in family medicine from the College des Medecins du Quebec.
    • Hold certification from the American Board of Family Medicine (see approved jurisdictions).
    • Satisfactorily completed an approved family practice assessment (see Regulated Associate Member – Associate Candidate – Family Practice) 
  • Meet current English Language Proficiency requirements. 

 

How to Apply for Registration

Before applying, please note:

  • Applications are reviewed in the order that they are received. 
  • To avoid delays in processing your application, please ensure all documentation is complete.

1. Ensure all documents are submitted to and source verified by PhysicansApply.ca Document sharing must be enabled for CPSM and the documents include:

  • medical diploma
  • family medicine postgraduate training document
  • specialty certificate (if applicable)

2. Ensure there is an employment/sponsorship opportunity at Manitoba HealthCare Providers Network.  

3. Complete an Application (AMR) through Physiciansapply.ca. AMR fees from the Medical Council of Canada (MCC) and CPSM documentation fee will be required at that time. Please note fees are non-refundable.

CPSM receives your application directly from the MCC and will review the application to ensure requirements are met. You will be contacted with regards to outstanding/further documentation (including, but not limited to, balance of documentation fee, references, evidence of good standing, satisfactory criminal record and abuse checks, etc).

4. Once your practice location is approved, the practice start date is confirmed, and all documentation is complete, a certificate of practice (licence) and a certificate of registration will be issued.

Documentation includes the required fees, practice undertaking, professional liability insurance and identification (i.e. Canadian Passport or Passport and one of the following: work permit, Permanent Resident Status or Canadian Citizenship).

5. You will be required to attend a virtual group orientation.

    • Confirmation by the Royal College of Physicians and Surgeons of Canada (RCPSC) as eligible for certification by:
      • Successfully completed a specialty postgraduate training program in Canada.

      • Successfully completed a specialty postgraduate training program in an approved jurisdiction recognized by the RCPSC.

      • NOTE: Unless the eligibility has been or will be obtained through the Practice Eligibility Route (PER). Physicians who hold Royal College Eligibility through PER will require a practice-ready assessment
    • Hold certification from the American Board of Medical Specialties.
    • Hold certification from the College des Medecins du Quebec.
    • Have successfully completed a specialty practice assessment

PROVISIONAL – ACADEMIC – POST CERTIFICATION TRAINEE (PCT)

The process to apply as a Regulated Member – Provisional – Academic – Post-Certification Trainee is initiated through the Postgraduate Medical Education (PGME) office at the University of Manitoba Rady Faculty of Health Sciences, Max Rady College of Medicine.

PROVISIONAL – ACADEMIC – VISITING PROFESSOR

PROVISIONAL – ACADEMIC – S.181 FACULTY CLASS

The process to apply is initiated through the Department of Academic Affairs at the University of Manitoba Rady Faculty of Health Sciences, Max Rady College of Medicine. CPSM will receive a letter of approval from the Senate of the University of Manitoba.

PROVISIONAL - MANITOBA PRACTICE ASSESSMENT PROGRAM (MPAP)

The purpose of the MPAP is to provide an alternate route to Full (Practising) Class Registration. MPAP is administered by the Clinician Assessment Programs through the Max Rady College of Medicine in the Rady Faculty of Health Sciences at the University of Manitoba.

Requirements 

You must meet the following eligibility criteria to apply:

  • Registered with CPSM in good standing and have practised continuously for two years as a provisional (family practice limited, specialty practice limited or academic s.181) member in Manitoba, immediately preceding the application;
  • Made reasonable efforts to obtain certification from the CFPC or Royal College of Physicians and Surgeons of Canada.

 

How to Apply for Registration

 

1. Request an application from registration@cpsm.mb.ca for referral to MPAP once the above requirements are met.

NOTE: Candidates applying for MPAP must submit their application to CPSM for referral to MPAP no later than 30 months before the expiry of their provisional registration (see requirements here). 

2. Before a referral can be made, you must submit the following documents:

  • Completed application
  • Documentation Fee (Please note fees are non-refundable.)
  • Confirmation letter from the department head/employer indicating that you practice in the full scope of the specialty (the applicant is responsible for requesting this letter from the department head or employer)
  • Signed MPAP Undertaking (provided by CPSM) 

3. If eligibility for MPAP is determined, a referral will be made to the Clinical Assessment Program.

4. MPAP outcomes are reported to CPSM by the University of Manitoba. There are three possible outcomes of an MPAP assessment:

    1. Successful Completion - Full (Practising) Class Registration is issued.
    2. Partially Successful Completion – a remediation and reassessment plan are identified.
    3. Unsuccessful Completion - Registration is cancelled.
