At the time of retirement, registrants may either cancel their registration altogether, or convert to the Retired (Physician), Retired (Physician Assistant), or Retired (Clinical Assistant) class of registration.
Retired registrants may not be issued a certificate of practice. Subsection 4.3(2) of the CPSM General Regulation states, "a certificate of practice may not be issued to a member who is registered in a non-practising or retired class."
For physicians, CPSM’s General Regulation states:
3.36 An applicant for registration as a retired (physician) member must establish that he or she was registered in good standing in one of the following classes immediately before applying for retired membership:
(a) full (practising);
(b) full (non-practising);
(c) provisional (academic — s. 181 faculty);
(d) provisional (specialty practice-limited);
(e) provisional (family practice-limited);
(f) provisional (non-practising).
For physician assistants, CPSM’s General Regulation states:
s. 3.69 An applicant for registration as a retired (physician assistant) member must establish that he or she was registered in good standing in one of the following classes immediately before applying for retired membership:
(a) physician assistant (full);
(b) physician assistant (academic — s. 181 faculty);
(c) physician assistant (non-practising).
For clinical assistants, CPSM’s General Regulation states:
s. 3.70 An applicant for registration as a retired (clinical assistant) member must establish that he or she was registered in good standing in one of the following classes immediately before applying for retired membership:
(a) clinical assistant (full);
(b) clinical assistant (non-practising).
In the usual course, after two years, the public profile of retired registrants is taken down in accordance with s. 2.6(3) of the CPSM General Regulation. Until that point, it will reflect your registration status and information about where patient records can be obtained, if applicable.
If a retired registrant wishes to return to practice, you are required to contact CPSM at least three weeks before returning to practice in Manitoba to complete the renewal requirements. To return to practice, applicants in the retirement class or non-practicing class, are required to provide:
In some situations, a recent criminal record check or certificate of professional conduct may be required.
If out of practice for three or more years, an applicant would be considered inactive, and the application would need to be reviewed under the Council Policy for the Assessment Candidate (Re-Entry to Practice) Class.
Retired physicians can maintain their medical corporation permit if they maintain registration in the Retired (Physician) Class and continue to renew the permit on an annual basis. The permit does not allow you to practice medicine; that would require a certificate of practice.
If you do not wish to maintain your permit, you may cancel it or not renew it. If the corporation continues to exist, you would be required to change its name. Registrants should consult with a legal advisor and/or accountant in this regard. CPSM is required to notify the Companies Branch when a medical corporation no longer complies with the Regulated Health Professions Act requirements.
