Governing Legislation

CPSM is a statutory body established by an act of the Manitoba Legislature. Its primary rights and obligations stem from its legislative authority. The Act empowers the College to establish criteria for licensure and to regulate the practice of medicine in Manitoba.

The Regulated Health Professions Act provides the framework within which CPSM operates. 

Other legislation relating to health care, including personal health information, applies to certain of the CPSM's activities and affects how it functions. Legislation that has a significant impact on specific activities of CPSM will be referred to in context throughout this website.

The Regulated Health Professions Act

CPSM derives its authority from The Regulated Health Professions Act, which can only be amended by the Legislative Assembly. The Regulated Health Professions Act provides the framework within which the College operates. 

The Regulated Health Professions Act describes certain areas for which CPSM is responsible.  These include, but are not limited to:

  • registration and licensing of members and associate members;
  • maintenance of various registers with names and qualifications of those registered, including one for specialists, and a register of medical corporations;
  • creation and maintenance of individual physician profiles of CPSM registrants that are available to the public; and
  • developing, establishing and maintaining standards of practice and ethics by members.

Regulations

Pursuant to The Regulated Health Professions Act, CPSM Council has the authority to make certain Regulations, with the approval of the Lieutenant Governor in Council. Regulations provide more detailed information regarding areas of responsibility described in The Regulated Health Professions Act. 

The following regulations establish what are acceptable qualifications for registration on the Manitoba Medical Register, Educational Register, Clinical Assistant Register, Physician Assistant Register, and Specialist Register.
