Pursuant to The Regulated Health Professions Act, the Council of the College of Physicians and Surgeons of Manitoba has established a Program Review Committee which oversees the operation of the Manitoba Quality Assurance Program (MANQAP). The objective of MANQAP is to establish standards for diagnostic facilities, to investigate and inspect diagnostic facilities for accreditation and to monitor compliance with established standards.
Pursuant to s.183(6) of The Regulated Health Professions Act, the College has the authority to investigate and inspect all diagnostic facilities in which services are performed by its members, other than those which are under the jurisdiction of provincial or municipal governments and those facilities that are approved hospitals under The Manitoba Hospitals Act. These “private facilities” must be operated by a facility director who is a member of the College of Physicians and Surgeons of Manitoba and that member is responsible and accountable to the College of Physicians and Surgeons of Manitoba for the facility and the services it performs.
The Regulated Health Professions Act also contemplates the College of Physicians and Surgeons of Manitoba entering into agreements with the federal, provincial or municipal governments in respect to any facilities or portions thereof falling within the jurisdiction of that government. Effective August 31, 2007, MANQAP operates pursuant to a Service Purchase Agreement (SPA) between Manitoba Health and the College of Physicians and Surgeons of Manitoba. Pursuant to the SPA, MANQAP accredits the public laboratory and diagnostic imaging facilities in the province of Manitoba specified on a schedule to the SPA. Each year, comprehensive inspections are conducted at specified facilities, as agreed between Manitoba Health and MANQAP. The intent is that all public facilities included within the scope of the SPA will be inspected on a five year cycle. The facilities inspected include laboratories, diagnostic imaging and transfusion medicine sites.
